VPS with cPanel/WHM: Licences, Accounts & Requirements
This page helps you compare VPS plans that include cPanel/WHM and judge whether the licence, account capacity and server requirements fit your setup. Count the cPanel accounts you need before choosing a plan; domains alone do not determine the licence tier.

WHM manages the server; cPanel manages each account
cPanel & WHM divides the work between two interfaces. You use WHM for server-level tasks such as creating accounts and managing hosting settings. Each account owner then uses cPanel to handle their own files, databases, email and domains. That split is why the setup suits agencies and resellers: you can give clients separate logins instead of sharing one panel account.
One cPanel account can contain several domains. If you host six client websites in six separate accounts, the licence count is six. If one owner keeps several domains inside a single account, the licence count is one. Map your intended account structure before you compare licence tiers, especially if you are moving from shared hosting where the host handled the server setup.
The table on this page is filtered to VPS plans that come with cPanel/WHM. It does not show every VPS option in our comparison. Across all 116 plans from 17 providers in the full VPS comparison, prices start at $2.09; that is a category-wide figure, not a quote for this filtered list or for a cPanel licence. Check each plan’s details to see what its listed price includes.
Licence tiers follow account count, not domain count
cPanel offers Cloud licences for VPS and cloud instances, with tier names Solo, Admin, Pro and Premier. The tiers differ in account capacity, but do not rely on an assumed cap from an old forum post or reseller guide. Check cPanel’s current licensing information before purchase, because the exact tier that fits depends on the number of accounts you will run.
As your account count changes, your licence may move automatically to a higher or lower tier. Solo is excluded from that automatic adjustment, so check its terms separately if you expect to grow beyond a single-account setup. For accounts above 100, cPanel’s bulk-pricing model charges for each additional account. Crossing that point changes the cost calculation, so forecast growth rather than sizing only for the day you launch.
This is a reseller-like arrangement, not a promise that a VPS plan includes a reseller licence or unlimited accounts. The server’s resources still need to support the sites, mail and other services inside those accounts. Before committing, write down both the number of separate cPanel logins and the likely account count at renewal. Then confirm which cPanel tier applies and whether the provider bills the licence as part of the plan or separately.
Budget for the 16 December 2026 price change
cPanel states that new pricing takes effect on 16 December 2026 for both new orders and existing cPanel accounts. If you already operate a cPanel VPS, or are choosing one now, do not treat this as a change that affects new customers only. Check how your licence will be billed after that date and include the change in your renewal forecast.
Licence charges are separate from the VPS’s underlying compute, storage and network costs unless the plan detail explicitly says otherwise. Avoid budgeting from an old price list or a third-party estimate: compare the provider’s stated inclusion with cPanel’s current licensing information when you order. Our comparison’s 31 October 2026 date refers to when plan prices were last synced; it does not guarantee that a separate cPanel licence charge is included or unchanged.
For a migration, confirm the account count and the licence tier that will apply at the new renewal date. If you expect to add clients, ask how extra accounts are billed and what happens when your account count crosses a tier boundary or passes 100. That answer can matter more than a small difference in the VPS’s monthly base price.
Check the operating system and minimum resources
cPanel & WHM is for Linux, not a Windows server. Its supported operating systems include AlmaLinux, CloudLinux, Rocky Linux and Ubuntu. Confirm the exact version offered by your VPS provider against cPanel’s current support list before ordering; a familiar distribution name is not enough if the version is unsupported.
For AlmaLinux 9, cPanel lists a 64-bit CPU running at 1.1 GHz, 2 GB of RAM and 20 GB of disk as minimums. Its recommendations are higher: 4 GB of RAM and 40 GB of disk. The installer checks available memory and stops if the server falls below its minimum, so do not assume you can get around a failed check by choosing a different install option. Requirements vary by operating system.
Allow more memory if you plan to install ClamAV: cPanel’s guidance recommends at least 3 GB of RAM with it installed. A VPS below that level is a poor match for that combination unless you upgrade the memory. Also check cPanel’s installation guidance for the required SELinux setting before you deploy. The supported AlmaLinux versions include AlmaLinux 8 with cPanel version 110 and later, and AlmaLinux 9 with version 114 and later. Do not treat those version pairings as a substitute for checking current compatibility.
Size the VPS around accounts and workload
There is no reliable rule that a fixed amount of RAM supports a fixed number of cPanel accounts. A mostly static brochure site and a busy application can use very different resources, even if each occupies one account. Databases, traffic spikes, email volume, backups and security tools all affect the headroom you need. Use the cPanel minimums as an installation floor, not as a sizing target for a production server.
For a reseller or agency expecting 10 to 40 separate accounts, cPanel on a VPS can be a sensible fit if the chosen tier and server resources cover that workload. Estimate typical and peak use, then leave room for growth and maintenance tasks. If you are migrating existing accounts, count actual cPanel users rather than domains, and compare the new server’s memory and disk with what those accounts currently consume.
For a team approaching 100 accounts, model the cost of the next account as well as the tier before it. From account 101, each additional account is billed separately under the bulk model. There is no benefit in choosing a very large VPS solely to qualify for a particular licence tier: the server’s CPU, memory and storage should match the workload, while the licence should match the account total.
When cPanel on a VPS is a poor fit
If you manage only one or two sites, a cPanel VPS can add licence cost and server administration without giving you much that a shared plan cannot provide. The memory floor also matters: the standard AlmaLinux 9 minimum is 2 GB, and the recommended amount is 4 GB. Compare the full cost and maintenance effort with a shared plan or a lighter control panel before choosing a VPS just because cPanel is familiar.
A Windows application stack is another clear mismatch because cPanel’s supported systems are Linux distributions. So is a small VPS that must run ClamAV but cannot be configured with the recommended 3 GB or more of memory. CloudLinux may suit a hosting-style setup, but verify its supported version and requirements directly rather than assuming the AlmaLinux memory figures apply to it.
Before you order, confirm these points with the plan and licensing details:
- Count separate cPanel accounts, including the accounts you expect to add before renewal.
- Confirm the Cloud licence tier, how it is charged and what happens at account thresholds.
- Check the cPanel price change and billing treatment for existing accounts after 16 December 2026.
- Verify the operating system version, minimum memory and disk, and any ClamAV or SELinux requirements.
- Make sure the plan provides enough root access and server resources for your intended setup.
Frequently asked questions
How is the cPanel licence counted on a VPS?
cPanel counts accounts, not domains or websites. One account can contain several domains and still counts as one cPanel account. Count each separate login you plan to create, then check which Cloud licence tier covers that total. Accounts above 100 are billed individually under cPanel’s bulk-pricing model.
Is the cPanel licence included in the VPS plan price or billed separately?
That depends on the specific plan. Do not assume that a VPS listing with cPanel/WHM includes every licence charge in its displayed monthly price. Read the plan details and confirm with the provider whether the licence is included, billed separately or subject to account-based charges as your setup grows.
Which operating systems can I run cPanel & WHM on?
cPanel’s supported operating systems include AlmaLinux, CloudLinux, Rocky Linux and Ubuntu. Check the exact OS version against cPanel’s current system requirements before ordering, since support can depend on the version. cPanel & WHM is Linux-only, so it is not suitable for a Windows server.
How much RAM does cPanel & WHM need?
For AlmaLinux 9, cPanel lists 2 GB of RAM as a minimum and recommends 4 GB. Requirements can differ by operating system, and the installer checks memory before it proceeds. If you install ClamAV, cPanel recommends at least 3 GB of RAM. Production workloads may need more than these baseline figures.
When do the new cPanel prices take effect?
cPanel states that new pricing takes effect on 16 December 2026 for new orders and existing cPanel accounts. If you already have a licence, check how the change affects your next bill rather than assuming it applies only to new customers. Confirm the current charges directly when planning a purchase or renewal.
Can I run cPanel & WHM on Ubuntu?
Yes. Ubuntu is among the operating systems listed as supported by cPanel. Before installation, check cPanel’s current system requirements for the Ubuntu version you intend to use, including its specific resource requirements. Do not assume the AlmaLinux RAM and disk figures apply unchanged to Ubuntu.
